Given the data here of subsequent successful test runs, the age of the build (RC6), and continually passing CI, I'm going to close this issue and mark it up as an intermittent test failure. Thanks for reporting it, however. Do you have any more information on how and when you executed the tests?
- Did they start as soon as the chef-server came up? E.g. did you script this?
- If so, was there any delay between calling
chef-server-ctl start
andchef-server-ctl test
? - Do you know where in the test execution these tests were run? Were they the first few tests?

- The system had been up for some time and was working for other purposes prior to the testing run.
- Same
- I'll try it again on the release version.

Tried again on 12.0.0
The issue happened again on the first run, although this time only the databag error marked as 1) occurred. This test is triggered about 20% of the way through the run.

@sean-horn has acknowledged that if he can't reproduce this on Chef Server 12.0.8 by tomorrow then we can close this ticket.

@sdelano @sean-horn I'm going to close this ticket out. I don't doubt that there are conditions under which our pedant tests may fail on the first run; however, we haven't been seeing any errors in CI (where theses tests are run on nearly every commit) and don't have a reproduction on a non-RC version.
Thanks for taking the time to report this @sean-horn. If you do see further pedant failures, please report them and we will look into them.
