Sort personnel by Directorate, then Name

Add ability to filter person details by "service type", directorate

Example: When chart filter "All Directorates" is selected, and the red portion of weapons bar is clicked, everyone across command that is not current on weapons training is displayed. This list should be ordered by directorate. Also, the requestor should be able to filter the people by a particular directorate.
