If in the new system. there are periodic snapshots of the data stored (for example at a quaterly timeframe), the data for the annual checklist could be based on one of these snapshots. The data concerns the CoL part of the taxonomic catalogue. Data should be downloadable for instance in a DwC-A format.
This snapshot of the annual checklist should be made accessible through the portal. Should former annual versions of the checklist be continously accessible through the CoL portal? I believe the manual processsing of the DVD could remain in tact in the course of the CoL+ project.

All historic editions should be accessible through the API & portal. #12 discusses if we can manage that with just stable taxon identifiers, but I think we need much more stable referencing than that and should consider pretty much byte wise versioning during the assembly process.
