I'm removing this from version 0.15 milestone. Is it even desired by anyone?

I'm not sure on the benefits on having a command-line option, even if pacman and similar have an --ignore flag. Ignoring a package is typically something you'd do for a longer time period, e.g. on a packaging error, so you'd add an entry to the config file anyway.
Some might argue that a command-line flag helps in reminding that you're ignoring a package, but you could instead inform the user when a package is ignored (e.g on repoctl status), unless quiet is set to true.
