Move Laffy Taffy jokes to API service about kackle HOT 3 OPEN

@case-eee Does this just mean that we want to expose an API? Sounds like this would be after we get Twilio up and running as an alternative means to access the content. Is that the idea?

Making sure that this card isn't about consuming an API to get the jokes in, but instead exposing one to get them out.

@s-espinosa my thought was to put this in the icebox and have it come later. it'd be nice to extract fetching a joke. i'd prefer to separate the apps completely and have our jokes live in a database that's exposed to the outside world via an API, then our kackle app can just consume that to get random jokes. thoughts?

as of right now though, i think it's best just to put everything in one app 👍
