support configuring Service in one app to point to another (currently label scoping injects its own app label) about kapp HOT 5 CLOSED

Just hit this when migrating some resources to being managed with kapp.

I think kapp.k14s.io/disable-label-scoping should be the default setting, since kapp should not break routing from services to deployments - kapp should try to not break things

it may also be worth adding functionality to replace "symbolic" app label with actual label so that scoping works across multiple apps. e.g.
