Yes. I understand. This was a big issue that I spent many hours looking into.
The first CODA said to do only ح for [h a] and [7 a] (agreeing with you).

But it turns out for Egyptians there is a sociolinguistic dimension that relates to class/politics, e.g., an annotator told us they were explicitly told by parents to avoid the [7 a] pronunciation (primarily considered lower class).
As a result we agreed in the later versions to consider these two different future particles -- basically taking the view they are not strongly related anymore, since they imply different extra-linguistics readings.

This was a very tough one.

It will be interesting to describe whether the morphology of a verb is influenced by the clitic that precedes it.

The general rule of no change applies; so, ه+اكمل => هاكمل.
But we agree that this may not be obvious to a reader; we will add more clarification.
