As in virtually every regex engine, the .
in ripgrep's regex engine matches any character except a newline. Notice how one of your grep commands uses (.|\n)
.
There are many ways to achieve your goal:

$ rg --multiline --multiline-dotall '<<<<<<< HEAD.*>>>>>>>'
