Flexible time requests about pane HOT 3 OPEN

[Copy from Issue 11] Shriram suggested another feature which is a time-insensitive reservation. For example "reserve 30 mbps of bandwidth for 10 minutes, anytime during the next 2 hours"

Chen pointed out that if we don't have a means to modify requests (eg, extend my reservation which ends in +600 seconds for an additional 3600 seconds), then we might want to have a command which creates a second reservation "after reservation Y". In theory, we could simply request for the reservation to start after +600 seconds, but network delays could create unavoidable gaps.

It looks like issue 18 is going to grow into a big bag of hacks for specifying temporal policies.

Why not use LTL (or something like it) as a uniform mechanism for specifying requests and constraining shares?
