lsof command specific to certain Linux and macOS about lickremoteobserving HOT 4 CLOSED

how_check_local_port()

added which checks for which command to use, preferring

I see that you updated the list of open files command to “ss,” but I got a bug when checking if the requested port was open (“cannot open netlink socket protocol not supported”, described here: microsoft/WSL#2249). I fixed this by using “netstat.exe -an” instead since “ss” appears not to work in WSL.

Updated to use ss preferentially, then fail to lsof. Uses ps in a pinch but that does not do what we need it todo.
