This appears to be an error occurring in the Preinstallation Environment. I've asked the developer for insight for this error. We'll see what he says.

all errors that appear during that phase are due to the target disk or corrupted install.wim

If you choose to re-flash and think the install.wim may be corrupted, be sure to check the box to 'regenerate the windows ISO'.
