Actually, Hue should really be from 0 to 360, so the Hue_to_RGB function needs to have the following code.

def Hue_to_RGB(y, z):
  return (int(z * Color((y + 120) % 360)), int(z * Color(y % 360)), int(z * Color((y + 240) % 360)))

And Color also needs to be changed to the following:

def Color(x):
  return (math.cos((min(max(x, 0), 240) * 1.5) / 180.0 * math.pi) - 1) * -0.5 + 0.0018
