I will investigate that.
The new slot system confused.
Commander/Spectrator slots will be deducted the total slots.
Example, if you want a 32 player with 2 Commanders then you need a 34 slot server.

There is no rcon command to recognize a spectator. Spectators have the team id 0 and differ by the following values in the player info block versus normal players.
rank is -1
deaths is -1
My commit 49f4d14 put the players in the right team.

A little cpu heavy perhaps but you could use 'spectatorList.list' to compare with playerlist to see who is spectators

Effect: Return list of players in the spectator list
I think that this list is only a white list. This list is also taken into account only if the value vars.alwaysAllowSpectators is False. Correct me if I'm wrong.
Optionally, we could use this list to verification if vars.alwaysAllowSpectators is True.
