I noticed the same issue. I didn't have time to look into what was causing it, so I just hacked around it.

Add these lines to jQuery.fn.animate just after the prop = prop || {} line:

    // Hack to work around bug where animating to the same value
    // doesn't work
    var position = this.position();
    if (this.height() == prop.height) {
        delete prop.height;
    } 
    if (this.width() == prop.width) {
        delete prop.width;
    } 
    if (position.top == prop.top) {
        delete prop.top;
    } 
    if (position.left == prop.left) {
        delete prop.left;
    }

Probably not a very efficient solution, but works for now until an official fix is commited.

After having a short look around, I think that this is cause by the following lines (348 ff):

// fix 0 issue (transition by 0 = nothing)
        if (isTranslatable && offsetPosition === 0) {
            offsetPosition = 0 - meta[stashedProperty];
            meta[property] = offsetPosition;
            meta[stashedProperty] = 0;
        }
