To change the first xml ProcInst in an existing document, you can do this:

for _, c := range doc.Child {
	if pi, ok := c.(*ProcInst); ok && pi.Target == "xml" {
		pi.Inst = `version="1.0" encoding="utf-8"`
		break
	}
}

If you already know the first child in the document is the xml ProcInst, then you can just do this instead:

if pi, ok := doc.Child[0].(*ProcInst); ok {
	pi.Inst = `version="1.0" encoding="utf-8"`
}

Of course this will not change how any of the content in the document is actually encoded. To do that, you'll need to process every element, attribute and text field in the document, converting from gd2312 to utf-8. I believe that's possible, but it's more work than I'm able to describe in an issue report.
