qt client: the delete user option in context menu should be unavailable when the account is not administrator because it gives not otherised error about teamtalk5 HOT 3 CLOSED

The client should not make assumptions on what it can and cannot do on the server. The server should respond to the client with an error instead.

On Windows the menu item to delete a file is not disabled when you're not allowed to delete the file. Instead you're presented with an error when trying to delete the file. This is the correct behaviour because the user will receive feedback instead of just not knowing that is wrong.
