I have a workaround but I'm not sure of the implications yet:
We can trace rules_jsonnet to its dependency on go-jsonnet, which specifies the go_repository for com_github_fatih_color
if you modify https://github.com/google/go-jsonnet/blob/master/bazel/deps.bzl and add build_external = "external" to com_github_fatih_color, com_github_mattn_go_colorable, and com_github_mattn_go_isatty it seems to work.

It might also work with build_external = "vendored" but I haven't tested this yet edit: does not work

another workaround for now is to specify the go dep by yourself
