This is happening due to the current registry (zot) rejecting docker images to be stored on it. Will be fixed once google/go-containerregistry#1579 is fixed and there is a new release including it. in the meantime you could use a custom registry implementation demonstrated in https://github.com/bazel-contrib/rules_oci/tree/main/e2e/custom_registry

fixed by #104. users can omit the zot_version attribute to the oci_register_toolchains call to use docker compatible registry instead. https://github.com/bazel-contrib/rules_oci#choosing-between-zot-or-crane-as-the-local-registry
