Add --production flag about npm-install HOT 5 CLOSED

I think this could be a good feature. I would open a pull request with this addition and tests. I am thinking an input boolean flag

with:
  production: true

from npm-install.

By the way, there is a workaround and this might not be necessary: use NODE_ENV=production environment variable

@bahmutov --production=false will install devDependencies even when NODE_ENV=production so the workaround you pointed out may not satisfy every situation. Currently, I have a need to be able to install devDependencies for a specific Github Actions workflow step when NODE_ENV=production so allowing to specify a production argument value in the with block of this action would be very helpful. Can we reopen this?
