Support for running liquibase migrations specified in implementation config inside the docker web container about bahmni-docker-old HOT 2 OPEN

I tried to run the script after tomcat is up and running. Because, after tomcat deploys the openmrs.war file, the libquibase-core jar file is avaliable for the script. I added sleep time of 30 seconds between the two steps. But, I am getting the following liquibase migration error after running the script. I couldn't find the errored SQL statement in any liquibase migration file.

@aj-jaswanth This is a one-time script that needs to be run if we want to run the migrations on the fly when required. So, this script needs to be enhanced to run all the migrations similar to what we do with virtual box.
