Not reproduced when using:
ionic serve
ionic version 2.1.17
cordova version 6.4.0

Not reproduced. Make sure you download the latest. Because I just committed a change to index.html.

My setup:

ionic 3.19.0
node 9.3.0
npm 5.6.0
cordova 8.0.0

Your index.html should include this line:
<script src="build/vendor.js"></script>
Like:

 <body>

<!-- Ionic's root component and where the app will load -->
<ion-app></ion-app>

<!-- cordova.js required for cordova apps -->
<script src="cordova.js"></script>

<!-- The polyfills js is generated during the build process -->
<script src="build/polyfills.js"></script>

<!-- The vendor js is generated during the build process
     It contains all of the dependencies in node_modules -->
<script src="build/vendor.js"></script>

<!-- The main bundle js is generated during the build process -->
<script src="build/main.js"></script>

</body>

Install all dependencies. Including those for Facebook, Google, and Facebook web app.
