WriteOnly resources do not fit well into how Bicep and ARM model resources. KeyVault access policies appear to be the only resource that is not addressable by name after creation, and the pattern it uses comes with several caveats (the RP is on the hook to come up with an idiosyncratic idempotency mechanism; the non-addressable resource cannot be depended on by another; the properties of the non-addressable resource cannot be dereferenced outside of the initial deployment context); Bicep should not encourage further adoption of said pattern by codifying support for it in its type system.
