I found out that I can do this:

SqlServerAzureADOnlyAuthenticationResource authentication = sqlServer.GetSqlServerAzureADOnlyAuthentication(AuthenticationName.Default);
authentication.Update(WaitUntil.Completed, new SqlServerAzureADOnlyAuthenticationData() { IsAzureADOnlyAuthenticationEnabled = true });

It is not clear why SqlServerAzureADAdministratorResource has IsAzureADOnlyAuthenticationEnabled. It is readonly and always null.
