Found the root cause. We sort the tasks in Task.any() via timestamp, with the assumption that the timestamp on completed events and timers is in the same order that those events/timers completed. However, CreateTimer() creates a CreateTimerEvent and a TimerFiredEvent in DurableTask.Core at the same time, meaning the TimerFiredEvent has a timestamp less than the TaskCompletedEvent.
Instead of sorting by timestamp, we should sort by the index of the completion events in the HistoryEvent[].

This scenario should work fine. I'm not sure why you would see the non-deterministic orchestration error. We will need to investigate.
