Error: `No module named 'utilities'` about chat-with-your-data-solution-accelerator HOT 2 CLOSED

I've been able to reproduce this by just:

1. Navigating to the Explore Data any non-Admin page
2. Restarting the webapp
3. Refresing the page

I was then able to simply "resolve" it by navigating to the home page and then returning.

It fails trying to resolve from utilities.helpers.ConfigHelper import ConfigHelper which is the only "custom" dependency. It looks like it's ok with all of the third party dependencies. The home page does not container any "custom" dependencies.

I can also reproduce when running locally with this command:

streamlit run Admin.py --server.port 8080 --server.enableXsrfProtection false

from chat-with-your-data-solution-accelerator.

So it seems setting the PYTHONPATH env var to /usr/local/src fixes the issue. @charris-msft can you try that and confirm?
