There is a way to work around the issue of not having DNS hostnames enabled in your VPC. Following similar instructions found here: https://docs.aws.amazon.com/efs/latest/ug/efs-onpremises.html, we were able to map the file system IP address to the DNS name in the /etc/hosts file of our EC2 on startup.
Given this exists, it seems unnecessary to change the mount utility to accept IPs as well, so I'll close this issue.
