Detect initial default region setting from config file when a credential profile is selected about aws-toolkit-vscode HOT 2 CLOSED

Credential file parse yields two objects - the credentials and the config file. The data we need should be in the config object, somewhere.

Here is the current plan:

• If the user signs in with a profile that specifies a region not currently in the Explorer:
  • If the Explorer is empty, the region is auto-added
  • If the Explorer is not empty, prompt the user if they would like to add the region to the explorer
    • options: Yes, Yes and don't ask me again, No, No and don't ask me again
    • on "don't ask me again", present information to the user showing how they can re-enable the prompt
