So after digging a bit deeper is looks like /lib/aws/api-config/ElasticTranscoder-2012-09-25.yml is defining codecOption rules the following way:
CodecOptions:
:sym: :codec_options
:type: :map
:members:
:sym: :map_value
:type: :string
It seems to me (although I am not familiar enough with the code) that this should be something like:
CodecOptions:
:sym: :codec_options
:type: :hash
:members:
Profile:
:sym: :profile
:type: :string
Level:
:sym: :level
:type: :string
MaxReferenceFrames:
:sym: :max_reference_frames
:type: :string

Thank you for reporting this issue.
The API configuration is actually correct. The bug you have was caused by a deficiency in the option validator.
Map types and hash types are fundamentally different. Hash types are more like structures, with a fixed possible set of keys. Map types accept variable (user-defined keys). I pushed a commit that should resolve this issue. I'll try to cut a release shortly with this bug fix.

Thanks Trevor. I'll keep an eye out for the release.
