I agree with this issue here, it does not give a good user experience to have the bell icon so far away from the notifications panel.
Note that the bell icon has recently been moved to the bottom left of the page, which IMO is making it worse, because it is now even further away from the first unread item in the notifications panel at the top right of the page.
