Are you sure you're not running one of earlier versions? This was a bug, and it just the same was happening with sparks from EMP explosions, but I did fix it in GunplaySetup.GunProp.

I guess you could try spawning some lightning to cause a fire that's about all I know? It might be a edge cause with a biome mod that adds the savanna biome and its related flora... Or maybe one of the vanilla extended animal packs?
