[SuSpect] Redshift corrections about astrocats HOT 2 CLOSED

Status report:
SuSpect corrections are complete. Over the next week I will begin to migrate these corrections to my forked sne-external-spectra/ repository. Once I start migrating corrected files, I will add the deleted files to the TODO.md.

Note to future SN researchers:
Anytime I found haphazardly redshift corrected data sets of spectra, e.g., z_2, z_3.5, z_6, z_40, z*-2, and staggered throughout; or bad wavelength solutions for the file (and not the published figures); etc, most of the affected data come from the Asiago SN Group. And any help from the original work's caption is absent because it sometimes says "spectra are in the observer rest frame", when it can only be observer or rest frame, not both. Fortunately there are ways around this.

I have also cross-checked some of the affected files with GELATO and some of the spectra indeed were given with bad wavelength solutions, running back to the 90s. These have now been either successfully corrected, or will be removed from the catalog--a small loss, but a large gain for quality control.
