And that's exactly how it should be. You are enabling a component in your application and it needs to require some sort of a code change. In other words, it needs to be explicit. Relying on web.config to enable modules and handlers causes more problem than good (even if I liked it for quite some time, that's how I feel right now).

Agree with @tugberkugurlu. ELMAH, like it or not, changes the behavior of an app. Having to recompile the app to change the behavior of an app is perfectly reasonable. Or how about this: How can you change Microsoft Word to have more error logging? You can't. You use what's there, or you go change Microsoft Word.
