Duplicate of #3179, I've just created a new issue to make clear the feature we want to add to fix this problem: #4492
I think that removing the first empty tile is not a solution to this, as the linear arrangement is not a proper way to visualize structures that were created in the tilemap. The best idea at the moment is to have an alternative view of the tileset as a mini tilemap.

No problem @lunathir, thank you for the feedback about this issue, hope we can offer a proper solution/better way to arrange tilesets in a 2D view really soon.
