What exactly is released as open source? about mbed-os HOT 3 CLOSED

those files have been officially released by ARM under the BSD license, using a single document in the software package stating:

The package also includes the components contained in the following directories:
(a) ./CMSIS/DSP_Lib - DSP Library sources and examples;
(b) ./CMSIS/Include - Header files;
(c) ./CMSIS/Lib - DSP Library build for various toolchains;
(d) ./CMSIS/RTOS - Header file template for CMSIS-RTOS implementation; and
(e) ./Device - Template files and implementations for Cortex-M class processors.

All of the above components are licensed to you under the terms of the BSD
licence, which is incorporated within or alongside the above components.

The mbed team has not yet updated/propagated the new licence across all the files.

Similarly, for some of the other files you have listed, the license is stated using a single document in the root folder and not explicitly repeated on every file.

Thanks for reporting this issue, it would be better to tidy up the license in every file. I am sure your script will help in this task.
