Check SIA 2028 Solar Irradiation Model and incorporate Zurich climate at least about hive HOT 5 CLOSED

This is an extract from SIA 2028 for Zurich and can be used as a simple starting point and input for SIA 380/SIA2024 demand calculations as well as for the simplified PV electricity generation calculations.

Please create a new component 'SIA 2028 - Weather data' as follows:

Inputs:

• Location (Default Value: Zurich)
• Month (Default Value: January)

Outputs:

• Gh - Global horizontal irradiation [kWh/m2]
• Theta_e - External air temperature [°C]

Component:
Based on inputs, look up data from table, convert units if required and output value.

This task will involve extending honey-badger to understand data files (I'd like to keep the input data as assembly resources or modules that can be imported).

• Gh is in [kWh/m2], but our SIA 380.1 component expects an I in [Wh/m2] - are these supposed to be the same value? @hillias can you add some information here?
