Actually 'quorum' is the % of the total voting power that needs to vote in order for it to be passed. If quorum is 30%, even if 70% out of everyone who voted did vote in favor, it won't be considered passed if less than 30% of the voting power did vote. Changes:

Drop Verify contract's code and Contract's code verified
Replace count (e.g. absolute or relative) for quorum. Quorum should be a percentage, and defines the amount of support needed for a vote to pass or not
