After running into some troubles trying to upgrade my world, I decided to do some testing on this topic.

I am running MC Java 1.19.4 with Fabric 0.15.10 & API0.87.2 with Tectonic 1.1.10 swapping forward to Tectonic 2.3.4, i.e. the most recent versions at time of writing.
When porting my world (with legacy mode enabled!) I noticed new chunks have very obvious height differences with the upgraded world.

The biome map seems continuous (shown here without biome blend for visibility)

Edge to the ocean, biomes seem to be doing fine

I've tested this with two saves now and the issue occurs reliably. I'm not seeing any logspam either, interestinly enough. I'll attach my logfile, it's from the same session I took these pictures with.

I'll be doing some testing with simultaneous move to 1.20, but I expect the results are the same.
Just wondering: Is this known and if so is it a "won't fix" case or can we expect upgrades to be smoothed out at some future release date?

Okay my investigation brought up a whole new scenario. Moving this into a new issue now.
