[Data masking] Allow parent object in query to be passed to `from` option in `useFragment` about apollo-client HOT 2 CLOSED

This is finished in #12004

Some changes that we will be doing for now:

• We won't allow masked key fields to to work with useFragment
• We won't allow non-normalized parent objects to be used with useFragment

In both of these situations we will show a warning to the user that the nearest normalized parent should be selected from instead. This limitation will avoid needing additional code to stash data in the result and will avoid the challenging situation where we can't handle rerenders on non-normalized fragments (since we can't identify it in the cache).
