This does not appear to be a bug based on the information you provided, but I could be wrong.
The vault interface uses the same parameters for static password files and dynamic executables, and the way it determines which type of loading it should do is by inspecting the permissions. Your output shows Trying secret FileVaultSecret(filename='/server/src/ansible/ssm-ansible-vault-password-client.py'), which indicates that the file is not marked as executable on the filesystem.

You are absolutely right, giving the +x mode to the file did the trick
