By default doing none | default() will not cause default to actually fire. This is because default only operates on undefined values, not falsy values. To work on falsy values, you have to instruct default to do so:

{{ none | default(omit, boolean=True)

Note that after fixing this, set_fact will not complete if it has no values to set, so omit as a single value to set_fact ultimately calls set_fact with no arguments which will fail.
