rake db:migrate does not use the correct timeout about slowpoke HOT 3 CLOSED

@zhaohanweng if i'm not wrong, the MIGRATION_STATEMENT_TIMEOUT needs to be higher than 3s. If you set it as zero it will set statement_timeout=0, check: https://github.com/ankane/slowpoke/blob/a94185c447134e55ce257f02977e5a22b345925f/lib/slowpoke/migration.rb

From my understanding, set statement_timeout=0 means disabling statement timeout.

statement_timeout (integer)
Abort any statement that takes more than the specified number of milliseconds, starting from the time the command arrives at the server from the client. If log_min_error_statement is set to ERROR or lower, the statement that timed out will also be logged. A value of zero (the default) turns this off.
