JoeKomputer's suggestion works to resolve this issue.

Another solution to this is to start the ng-enter at opacity:0;

.view-frame.ng-enter {
  opacity: 0;
  -webkit-animation: 1.0s fade-in;
  -moz-animation: 1.0s fade-in;
  -o-animation: 1.0s fade-in; 
  animation: 1.0s fade-in;
}

This may have been an issue with earlier versions of Angular before the keyframe animation bug was fixed: angular/angular.js@e71e7b6
