do you have
browser_repositories(
chromium = True,
firefox = True,
)
in your WORKSPACE? I'd expect that to create the @org_mozilla_firefox repository.

Yep. BTW, I haven't changed any file. I've literally copy/pasted the config based on the guide.

what if you skip firefox testing? Seems like there are two places to change:
