How can we run on lower than 21API ?

Currently there is no support for API levels < 21, as you can see in build.gradle.
We're evaluating ways to make Topeka available for lower API levels.

I import the project to android studio , and build success, but it can not install success ,and prompt
"Parse error ,There was a problem parsing the package"

I want to run this application on Android phones that are lower.(4.4 or 4.3 or 4.2 etc.)
But is currently only available on Android 5 and higher.
