After further investigation, it has been determined that this is a usage error, not a programming error that was caught with valgrind
./unittest/IlmImfCtl/testTypes.cpp loads CTL files function1.ctl, function2.ctl, function3.ctl from the root directory. These CTL files are located in the same directory ./unittest/IlmImfCtl/ as testTypes.cpp
Changing to this directory containing the CTL files before running valgrind fixes this error:
cd ./unittest/IlmImfCtl/
valgrind -s --error-exitcode=1 --leak-check=full ./IlmImfCtlTest
from ctl.
