I've created a separate navigation component using the Design System's nav here: alphagov/govuk-frontend#4908
But it feels like we should really be focusing on the header itself and how we present it, so I'm not sure how useful a separate, public component is right now.
Possible approach is to use an internal component that we use as part of the header, then build on it later and make it public if it ever makes sense.
