[Feature] Add app for kube-state-metrics about arkade HOT 4 CLOSED

The idea is that you get kube-state-metrics with some +/- good defaults and if we need to customise, we can add strongly-typed Golang flags that get converted into --set overrides.

@alexellis hey, what kind of defaults were you thinking. It should have good enough defaults out of the box already.

That's roughly what I was thinking. Out of the box defaults if they are useful, perhaps with PV as a flag that's odd by default as I imagine most people will use this tool in Dev or to learn how the app works

Also, have you tried it with helm3 yet?

@alexellis we don't use helm, but I think @tariq1890 takes care of the helm chart so pinging him here for any additional insight.
