Remove `Storage` trait implementations about snarkos HOT 2 CLOSED

Steps to remove Storage trait:

1. Remove Storage trait inheritance in CommitmentScheme trait

   • Add ToBytes and FromBytes to CommitmentScheme::Parameters type.
   • Remove storage impl for all commitment schemes: blake2s, pedersen, pedersen_compressed.
   • Remove CommitmentScheme storage tests.

2. Remove Storage trait inheritance in MerkleParameters trait

3. Remove Storage trait inheritance in CRH trait

   • Remove storage impl for all CRH schemes: pedersen, pedersen_compressed.
   • Remove CRH storage tests.

4. Remove Storage trait inheritance in Signature trait

   • Remove storage impl for all signature schemes: schnorr.
   • Remove Signature storage tests.

5. Remove Storage trait inheritance in Snark trait

   • Add ToBytes and FromBytes to SNARK::ProvingParameters and SNARK::VerificationParameters.
   • Remove SNARK storage tests.

6. Delete the Storage Trait

7. Update parameter loading and storing convention in dpc/src/dpc/base_dpc/parameters.rs

   • This will likely be completely deprecated by the Lazy static version of generated test data in #121 and migrated to a separate parameter module for production use.
