After reboot, the environment variables are lost, so openstack by default talks to keystone v2 and domain support works on v3.
So we need to set the keystone version environment to v3 or use openstack command with option
export OS_IDENTITY_API_VERSION=3oropenstack --os-identity-api-version 3 ...
Now it reappears in the openstack command list:
export OS_IDENTITY_API_VERSION=3
openstack
(openstack) domain
openstack: 'domain' is not an openstack command. See 'openstack --help'.
