It think it should be 0.5 Mb by default, but you should be able to choose a new value when creating a new Assignment.

Fixed size or not, the form validation must be written, so we'd better write it correctly.

PS: This is one of the cases where you cannot impose model validation and should use a form.

Also besides for mvalidation, you should use webserver config in order to ensure that users don't upload large files.
